SERVICE INTRODUCTION
1. Substances of Very High Concern (SVHC):
Substances that meet the criteria of Article 57 of the REACH Regulation, such as those with CMR (Carcinogenic, Mutagenic, or toxic to Reproduction), PBT (Persistent, Bioaccumulative and Toxic), or vPvB (very Persistent and very Bioaccumulative) properties, can be classified as SVHCs and become Authorised Substances under Annex XIV of the REACH Regulation. The SVHC Candidate List serves as the pool for potential Authorised Substances. Since ECHA published the first batch of SVHC candidates in October 2008, substances are generally added to the Candidate List in two batches per year. As of June 2025, the SVHC Candidate List has reached 250 substances.
Corporate Obligations:
Exporting enterprises must manage their supply chains and investigate SVHC content information in their products to fulfill the following obligations:
A. Supply Chain Information Communication Obligation: If an article contains an SVHC in concentrations above 0.1% by weight (wt%), the supplier of the article must fulfill the obligation to provide SVHC information to the recipient;
B. ECHA Notification Obligation: If an article manufactured or imported contains an SVHC in concentrations above 0.1% by weight (wt%) and the total quantity exceeds 1 tonne per year, the manufacturer or importer of that article must fulfill the obligation to notify ECHA;
C. SCIP Notification Obligation: Based on the requirements of the Waste Framework Directive (WFD), legal entities placing articles on the EU market containing SVHCs in concentrations above 0.1 wt% have been required to submit SCIP notifications since January 5, 2021.
2. Annex XVII Restricted Substances:
In accordance with Article 67.1 of the REACH Regulation, if a substance on its own, in a mixture, or in an article is included in the restriction entries of Annex XVII of the REACH Regulation, it must comply with those restriction conditions; otherwise, it shall not be manufactured, placed on the market, or used.
Annex XVII of the REACH Regulation officially came into effect in June 2009. After continuous revisions and supplements, there are currently 81 restriction entries for substances.
Relevant items for electrical and electronic products are shown in the table below:
