SERVICE INTRODUCTION
In November 1986, the California government enacted "Proposition 65" (CA 65), officially known as the "Safe Drinking Water and Toxic Enforcement Act of 1986." This regulation prohibits the discharge of listed hazardous substances into drinking water. If consumer products contain substances on the CA 65 chemical list, they must provide a clear and reasonable warning to consumers.
Proposition 65 requires the government to publish a list of chemicals known to cause cancer, birth defects, or other reproductive harm, updating it at least once a year. To date, nearly 1,000 chemical substances have been included in this list, which is published by the Office of Environmental Health Hazard Assessment (OEHHA).
The California Proposition 65 hazardous substance list does not set specific content limits, although "Safe Harbor Levels" have been established for only some substances. When individuals or groups question the safety levels of certain hazardous chemicals in products, they may file lawsuits. Regarding the control of hazardous substances in products under CA 65, limit requirements and testing methods for specific substances in certain product categories are often derived from existing litigation cases or settlement agreements related to those products.
